East Timor Entry Requirements
Visa, immigration, and customs information
Visa Requirements
Entry permissions vary by nationality. Find your category below.
East Timor operates a visa-on-arrival system for most nationalities, with a small number of countries enjoying visa-free access. The visa policy is designed to encourage tourism while maintaining border security.
Citizens of these countries can enter East Timor without a visa for tourism or business purposes
Passport must be valid for at least 6 months from date of entry. Proof of onward travel and sufficient funds may be requested. Visa-free entry does not permit employment or paid activities.
Most nationalities can obtain a visa upon arrival at Dili airport or land border crossings
Cost: USD $30 for 30-day visa; extensions available through Immigration Department in Dili for additional fees (approximately $35 per extension)
Passport must be valid for at least 6 months. Bring passport photos (2x) and exact cash payment. Keep receipt as proof of legal entry. Extensions must be applied for before visa expires.
Certain nationalities must obtain a visa from an East Timor embassy or consulate before travel
This applies to countries without diplomatic relations with East Timor or those on restricted lists. Contact the nearest East Timor diplomatic mission for specific requirements. Business visas and work permits require additional documentation and sponsorship.
Arrival Process
The entry process at East Timor's Presidente Nicolau Lobato International Airport in Dili is relatively straightforward, though facilities are basic. Land border crossings from Indonesia are also available but may have longer processing times.

Tips for Smooth Entry
Customs & Duty-Free
East Timor's customs regulations are designed to prevent smuggling and protect public health while allowing reasonable personal items for travelers. Customs officers may conduct random inspections, and all travelers must declare items exceeding duty-free allowances or any prohibited/restricted goods.
Prohibited Items
- Illegal drugs and narcotics - East Timor has strict drug laws with severe penalties including lengthy imprisonment
- Weapons and ammunition - including firearms, explosives, and martial arts weapons without proper permits
- Pornographic materials - including magazines, videos, and digital content
- Counterfeit goods - fake branded items, pirated media, and counterfeit currency
- Endangered species products - items made from protected animals, ivory, certain shells, and exotic animal products
- Subversive materials - items deemed threatening to national security or public order
Restricted Items
- Prescription medications - bring only what you need for your trip with original packaging and doctor's prescription. Large quantities may require special permission
- Live animals and plants - require import permits from the Ministry of Agriculture and Fisheries and must meet quarantine requirements
- Drones and radio equipment - may require permission from relevant authorities. Register drones with Civil Aviation Authority
- Professional camera/video equipment - commercial filming equipment may require a media permit
- Satellite phones - may require registration with telecommunications authority
Health Requirements
East Timor has specific health entry requirements, primarily focused on preventing the spread of infectious diseases. While vaccination requirements are minimal for most travelers, health precautions are strongly recommended due to the tropical climate and developing healthcare infrastructure.
Required Vaccinations
- Yellow Fever - Required only for travelers arriving from countries with risk of yellow fever transmission. Certificate of vaccination must be presented at entry if arriving from or transiting through an endemic area within the previous 6 days.
Recommended Vaccinations
- Hepatitis A - Recommended for all travelers due to potential exposure through food and water
- Hepatitis B - Recommended for most travelers, especially if you might have medical procedures or intimate contact
- Typhoid - Recommended for most travelers, especially those visiting smaller cities or rural areas
- Japanese Encephalitis - Recommended for travelers spending extended periods in rural areas, especially during rainy season
- Rabies - Consider for travelers with extensive outdoor activities or those who may have contact with animals
- Routine vaccinations - Ensure you're up to date on routine vaccines including MMR, DTP, and seasonal influenza
- Malaria prophylaxis - Recommended for all areas of East Timor; consult your doctor about appropriate antimalarial medication
Health Insurance
Comprehensive travel health insurance with emergency medical evacuation coverage is strongly recommended and may be required for visa approval. Medical facilities in East Timor are limited, and serious medical conditions often require evacuation to Darwin, Australia or Bali, Indonesia, which can be extremely expensive without insurance. Ensure your policy covers adventure activities if planning hiking, diving, or other outdoor pursuits.
Protect Your Trip with Travel Insurance
Comprehensive coverage for medical emergencies, trip cancellation, lost luggage, and 24/7 emergency assistance. Many countries recommend or require travel insurance.

Special Situations
Additional requirements for specific circumstances.
Children must have their own passport regardless of age. Minors (under 18) traveling without both parents should carry a notarized letter of consent from the non-traveling parent(s) authorizing the trip, including contact information and duration of stay. If traveling with only one parent, bring the child's birth certificate and consent letter from the other parent. In cases of sole custody, bring legal documentation. Adoption papers should be carried for adopted children. Children are subject to the same visa requirements as adults but typically receive visas at no charge or reduced rates.
Importing pets to East Timor requires advance planning and permits from the Ministry of Agriculture and Fisheries. Requirements include: valid health certificate issued by a licensed veterinarian within 10 days of travel; current rabies vaccination (at least 30 days old but not more than 12 months); import permit obtained before arrival; microchip identification recommended; quarantine period may be required depending on country of origin. Contact the Quarantine Service in Dili at least 4-6 weeks before travel. Airline pet policies must also be followed. Note that veterinary services in East Timor are limited.
Tourist visas can be extended up to 90 days total in increments. First extension (30 days) costs approximately $35, second extension (additional 30 days) costs $35. Apply at Immigration Department in Dili before your current visa expires - applications typically take 1-3 business days. Required documents: passport, passport photos, extension fee in cash, proof of accommodation, proof of sufficient funds. For stays beyond 90 days, you must leave the country and re-enter, or apply for a temporary residence permit if eligible (employment, study, family reunification). Business visas and work permits require employer sponsorship and additional documentation through the Ministry of Foreign Affairs.
Business visitors can usually enter on a tourist visa for short business meetings, conferences, or negotiations. For longer business activities or employment, a business visa is required with sponsorship from a registered East Timor company. Required documents include invitation letter from host company, business registration documents, and detailed purpose of visit. Work permits are separate from visas and must be obtained through the Ministry of State Administration for any paid employment. Processing can take several weeks to months.
Journalists, film crews, and media professionals should obtain a media accreditation from the Ministry of State Administration and Social Communication before arrival. Tourist visas do not permit professional journalism or commercial filming. Applications should include assignment letter from media organization, detailed filming/reporting plan, and equipment list. Processing time can be 2-4 weeks. Drone usage for filming requires additional permits from Civil Aviation Authority.
Volunteers and NGO workers require appropriate visa authorization. Short-term volunteers (under 30 days) may enter on tourist visas if not receiving payment. Long-term volunteers need temporary residence permits sponsored by registered NGOs. Required documents include invitation from NGO, proof of NGO registration in East Timor, detailed work plan, and background checks. Processing through Ministry of Foreign Affairs can take 4-8 weeks. Some NGOs assist with visa processing.
